Submits JCPC Continuation Review


Emphasizing that “Prevention and Public Safety ring throughout the statute” that established the Department of Juvenile Justice and Delinquency Prevention and Juvenile Crime Prevention Councils, the Department submitted its Continuation Review report to the General Assembly on February 1, 2008, as required by Special Provision.

In the transfer letter accompanying the report, Secretary George L. Sweat requested that “immediate action on the Continuation Review be taken as the normal course of operations for JCPCs [would] be negatively impacted if decisions about restoration of funding are not made quickly.” 

Sweat noted that “JCPC funding directly impacts the public safety issues which define every community and county across the State.”  He indicated that restoring the funding represents an “opportunity to be smart about spending on prevention efforts rather than on more costly juvenile justice services or adult jails and prisons.”

The Continuation Review reports offers an executive summary, introduction with a time line reflective of JCPC decision making, and seven sections which address the Continuation Review Special Provision:

(1) A description of the program, including information on services provided, the recipients of the services, and the resource requirements.
(2) Meaningful measures of program performance and whether the program is meeting these measures.
(3) The rationale for continuing, reducing, or eliminating funding.
(4) The consequences of discontinuing program funding.
(5) Recommendations for improving services.
(6) Recommendations for reducing costs.
(7) The identification of policy issues that should be brought to the attention of the General Assembly
